Add jclouds as layer above file system

PDFs should be stored a) either in the SQL database or b) using jclouds. jclouds also supports a local filesystem: https://jclouds.apache.org/guides/filesystem/

The git repository should be always synced with a remote to circumvent the volatile local storage.
