chore: migrate to lucia v3

• Implement pepper for password
• Normalize cookie names (or remove snapshot test for now)
• Fix linter
• [ ] Introduce public session interface for the data stored in the session cookie

Follow-up:

• Remove session cookie duplication deletion depending on the discussion on https://github.com/unjs/h3/pull/606
• [ ] Consider creating a nuxt-auth-lucia package
• [ ] Improve session signing as outlined in https://github.com/lucia-auth/lucia/issues/1156 (don't really need changes on lucia's side since we can use nuxt sessions support for this)
