Migrate to Manifest v3

Google Chrome sunsets the existing manifest v2 in January 2023. At this point, they simply stop working: https://developer.chrome.com/docs/extensions/mv3/mv2-sunset/

Biggest change is that no remote code can be executed anymore, so Zotero's strategy of downloading translators on-demand doesn't work anymore.

Currently blocked by Firefox's slow adoption of v3: https://bugzilla.mozilla.org/show_bug.cgi?id=1578284 There is also no rush since Chrome delayed their timeline, and currently (03/2023) a new roadmap is not yet available https://groups.google.com/u/1/a/chromium.org/g/chromium-extensions/c/uIu9HjLD3_c

Does zotero have any plans on moving to v3?
