It loads the iBooks store and brings up the window to enter your Apple ID or create a new one, then we get the error.
After dismissing the error, iTunes continues to the Welcome to iTunes screen.

I found the source of the issue with clicking the final "Create Apple ID" button. If you want, I can branch and create a pull request.
