ADF frequency tuning issue

Unable to tune to ADF frequencies because the upper dial only changes the right most digit, not the second digit too like it should. The lower dial properly changes the 100's (3rd and 4th digits though). For example, the default is 1400, you can only tune 1400-1409, 1300-1309, 1200-1209, etc.

The small inner dial will change the ones or tens digits depending on whether its pulled out or pushed in. Move the mouse to the end of the knob and you'll see hand icon instead of a curved arrow.

The animation for this, and the buttons, are broken at the moment. However they do all function.
