v2.1 doesn't work in Windows7x64

v2.1 doesn't work in Windows7x64 so far in the morning of Mar 5,2022. Window comes up and then disappears right after that.

Hi, this is not surprising, see https://github.com/JPCERTCC/EmoCheck#build : "Windows 7 does not support UTF-8 output in the Command Prompt"
