AFAIK, this doesn't appear to cause any functional issues with the state machine.

A few more data points that might help in debugging:

I uninstalled JKI SM and re-installed an older (2018) version for work reasons. I still see the same broken palette as before. Does the corrupted .mnu file not get deleted on uninstalling the toolkit? Or does the problem perhaps lie in the listed dependency: jki_rsc_toolkits_palette?

(The following issue was already posted on Discord, Copying it here for completeness) On a laptop that already had the JKI VI Tester, the palette I got after installing the latest JKI SM shows:
