Unable to resume downloads when download fails

Describe the bug When a download fails due to network issues, the resume button doesn't show up

Expected behavior When download fails, a resume button should still be visible to the user

Desktop (please complete the following information):

  • OS: macOS Mojave
  • Version 10.14.2
