RES policy constraint - model unable to solve

Hello,

I'm trying to implement a scenario where I would like to share of CCS technologies to be 30% of the total electricity generation in GCAM 5.2 using a RES policy. I've attached the xml file I'm using. However, the model is unable to solve for the 2045 year - the first year when the RES policy kicks in.

There is also an economy wide CO2 constraint applied.

Could anyone help me in understanding why this could be occurring and how I can have both the constraints to be applied. I have increased the solver iterations to 15000 and still it doesn't solve.

Any insights on this is highly appreciated!
