Afghanistan missing from downscaled NET Zero GCAM Model?

I try to combine different timeseries in order to deduce new data. I used the NGFS Net Zero Scenario with GCAM to get the CO2 Emissions for South Asia. South Asia contains: Bangladesh, Sri Lanka, Afghanistan, Bhutan, Maldives, Nepal

I then plot the population for all South Asia countries using Downscaling GCAM. That works. It also sums up to the total population of South Asia using GCAM (without downscaling)

When I plot the secondary energy generation for all South Asia countries using Downscaling GCAM, one country is missing: Afghanistan. Why is that? As only one country is missing, I could just assume it is the difference between the regional energy generation and the sum of the country generation. Is that correct?
