Split off provenance into its own R package

I suspect we'll want to do this at some point. Completely different functionality than the core RCMIP5 mission.

Ugg, I have to admit. I feel woefully under qualified to do this. I like the idea but it really feels like a totally different project.

It is. I'm just opening this to keep it on our radar, someday; but not necessarily us!
