Feature request: add faux offline messages support (including upon restart)

Some Tox clients implement "Faux" sending messages to offline contacts. Currently, toxic also supports that, but the messages will be lost if toxic is restarted.

It would be desired to keep the "outgoing" messages and send them once the contact goes online. (Even if toxic is restarted.)
