[Proposal] rework Toxic's interface to not refresh whole "screen" on every change
background: Toxic is the most friendly client for blind tox users, given that it's whole UI is text-based and displayed in terminal which screen readers can read.
Currently Toxic repaints whole "screen" on every change. This makes screen reader re-read whole UI shown, making Toxic ~annoying to use.
It would be good to make Toxic not refresh whole interface on every change, since it would remove the only major (AFAIK) problem with Toxic that blind tox users encounter.

This would require a complete rework of the very hacky curses UI which probably isn't going to happen any time soon unless someone pays me to do it.
