Update for API changes, support tag-based transaction exclusion, and add Docker support

Changes in this pull request:

• Update URL references and datatypes from API changes (so that script runs again)
• Allow transaction groups to be excluded if they include a given tag
• Optionally config values with environment variables
• Build script into Docker container
