[1.16.5]似乎是核心bug，世界边界无显示且无阻拦，无模组可复现

OS:win10 professional和win10 professional workstation（两台电脑测试） | Java version: openjdk version "17.0.1" 2021-10-19（java8也试过也有）

为测试，没有加任何模组和插件，发现也会出现这个bug
客户端也没加，1.16.5纯forge，没有高清修复，没有任何模组

Description

使用原版/worldborder指令，指令都生效，就是1没有蓝色条纹的边界显示，2而且所有模式都可以随意穿过边界。但你依然可以知道你穿过了边界，因为会正常扣血。

Step to reproduce

1.开服，进入，给op 2.输入/worldborder center ~ ~把脚下设为世界中心 3.输入/worldborder set 10 把世界边界设置为10 4.发现看不见世界边界蓝色条纹提示，走远一点（穿过边界了）掉血，屏幕也不变红
