Recovering highlights

Is it possible to recover a highlight given a link to it? A highlight which is still stored on twitch's servers, but no longer publicly available? A streamer that I watch, when he's done streaming will make a highlight of the entire vod to archive his vods. But he got suspended for a week back in March of this year and it privated a bunch of his old highlights. He said that they're still on his channel in his creator dashboard, but twitch won't let him republish them. I only see options for vods and clips, and when I tried using the highlight vod ID, it said it wasn't valid.

@CarsonVB It follows the same logic has vod recovery but requires me to pull information from twitch API as websites like twitchtracker/streamscharts/sullygnome do not provide any information on highlights.
