Fixed cookie/reload functionality

Hi Rob,

I have made a little fix, due to the problem that the cookie wasn't respected on reloading the page. Furthermore I needed that jquery-lang sets the lang attribut on the root HTML tag for uing it in some CSS selectors. Please review my stuff. I don't want to break something.
