macOS GPU usage significantly higher when window is inactive /out of view.

What happened?

Upon switching windows (tested by swiping between desktops, Minecraft in fullscreen)in macOS, the GPU can be pegged to much closer to 100%. When in game, it hovers at about 80% (using Sliders shaders). This behavior is apparent using most shaders I've tested, just Silders' seems to be most extreme.
