Rock Band Xbox 360 Wired Guitar mapped and recognized but inputs are wrong and cant strum

When I'm playing a song and press the strum and the green to blue buttons it doesn't strum the buttons (like when i press the green button it doesn't work) . I've restarted every time and it still isn't working.
