Failed to create synthetic controller (80080005) Windows 11 PS3 Les Paul

I'm getting error 80080005 with dev mode activated in stock Windows 11 (10.0.22631.0) I've managed to make the tool work on a secondary pc running windows 10 LTSC, but no luck on my main rig It would appear the process to create the synthetic controller never starts, any workarounds for this?
