When connected, controller infinitely spins me around and switches input.

I am using a Rock Band 1 Stratocaster for the Xbox 360.

When I am in-game, the controller infinitely spins me around in circles and keeps switching between the controller's configuration and my keyboard's controls for inputs and the settings menu. I really don't understand why this is happening for me, if this is a bug for my controller, a bug for my PC, or a bug for this tool, but I would really like to see if others are having the same issue.
