Add the option to reopen the app from taskbar

I have an app pinned to the taskbar, and when I click on the taskbar icon instead of the tray icon, the message "The application is already running" appears. Make that when you click on the icon on the taskbar, instead of the message, the program just opens (as when you click in the tray).

this problem isn't about taskbar. the desktop shortcut will have the same behavior
