Is there any sample code on how to create the webhook programmatically ?

I see this sample app has some code to receive webhook notifications, but is there any sample code on how to add this webhook endpoint to QuickBooks?

According to this QA there is no API for webhook manipulation as of now.

unfortunately, we don't have an API for the Webhooks
