Think about how to make the interfaces of the executables more consistent and useful

At the moment they’re quite inconsistent and difficult to use. Also, there is no exectuable that provides an interface corresponding to plutus-ledger-api (being aware of ledger language versions, protocol versions, etc.).

It would be good to tidy this up and maybe record the design in an ADR.
