cardano-node 8.12.1 gets stuck in bootstrap mode.

Cardano-node 8.12.1 can get stuck only talking to bootstrap relays and localroots.

Workaround: Disable bootstrap peers by removing bootstrapPeers entry in the topology file. If the node isn't caught up add trusted peers as publicRoots .
