Objective

Provide eclipse evasion scheme, which is important for a safety of genesis.

Risks

Genesis cannot be safely designed and deployed without eclipse evasion, however peer sharing is not a prerequisite of genesis.

Eclipse evasion will require various changes to the networking stack, which will mark this as major upgrade.
