Creation of an Eclipse Specifiation Project

Following our path forward with the spec, we aim to create an Eclipse Specification based on the Eclipse Specification Process. The Eclipse Handbook specifies the process with the details of the Eclipse Specification Process

We have to create a proposal first. Most of the required content is already available.
