New Medley character set

This is a 16-bit character set whose encoding is close to Unicode. Here is the basic layout:

• M+0000 to M+D7FF: same as Unicode U+0000 to U+D7FF
• M+D800 to M+DF6F:1904 UnihanCore2020 (important CJK characters) from Unicode Plane 2
• M+DF70 to M+DFFF: 144 free characters
• M+E000 to M+E3AF: 944 Xerox private use characters from XCCS
• M+E3B0 to M+E3FF: 80 free characters
• M+E400 to M+E4FF: 256 X11 keysyms that are not Unicode characters
• M+E500 to M+E57F: 128 Meta characters corresponding to ASCII set
• M+E580 to M+ECCF: 1872 modern-use characters from Unicode Plane 1 (grows downward)
• M+ECD0 to M+F265: 1430 free characters
• M+F266 to M+F8FF: 1674 emoji characters from Unicode Plane 1 (grows upward)
• M+F8D0 to M+F8FF: 24 Klingon characters (from Conscript Unicode Registry U+F8D0 to U+F8FF)
• M+F900 to M+FFFF: same as Unicode U+F900 to U+FFFF

we need at least one font to get started ond more to cut over. fixed, sans, serif in regular, bold, bold italic, sizes at least 3. Converted to .strike or in a format we can write something to read. With at least C0 and preferably more.
