Windows "native" installer fails with can't find program 'tar'

or unable to execute 'tar' depending on whether i'm loading into a different directory than an older one what was installed.

@masinter I cannot replicate this using the latest release (medley-240520-9214a633).

Which release were you using?

Also Windows 10 or Windows 11?

I downloaded the latest & It was windows 10 but trying again will have to wait
