Restrictive ownership of files uploaded by Medley Online's File Manager

When using Medley Online's File Manager to upload files to a user account, the files end up owned by root in group root. This is a source of potentially obscure Medley errors when write access to the files is needed, such as by calling MAKEFILE or saving a TEdit document. Medley can only write files owned by the current user in group medley.

A workaround is to change the file ownership via Medley's chat shell. But it would be more user friendly for the File Manager to set appropriate ownership defaults.
