Add missing metadata to GitHub issues

Out of 360 open issues in Medley's GitHub repo, right now 7 are missing the project tag and 245 have no label.

I can take care of adding the missing metadata. Also, for some time I have already been triaging new issues and assigning relevant metadata.

i assigned "[projects]" for the issues that didn't have them. The project categories could be coalesced a little if that would be helpful.

he labels are not intended to cover all issues and are somewhat orthogonal to the projects..
