Can we expose interface like "hasPublisherTC()" ?

this will allow us to figure out the casetcString.getPubPurposesConsent().isEmpty() == true is which one of below:

  1. with publisher TC YAAAAAAAAAA
  2. without publisher TC

as currently both cases will be parsed as empty publisher purpose consent.
