Introduce performance optimizations and new INP metric

In view of the new INP metric that will be introduced by Google, I am here to offer you improvements, some of which are optional and some to be introduced as standard. Basically I noticed that the decode process is repeated several times during the disclosure of consent, especially in the case of the use of restrictions I noticed many long tasks. I believe other developers can confirm.

What I want to propose is the optional use of the memoization technique.
