Add loadeddata or loadedmetadata event to the Video object

The argument here is that it would be helpful to the SIVIC creative to know that the video object has completed loading and if it wanted to do some stuff for sync purposes it could.

To clarify: This is about the player passing the event to the creative.

Issue 1 with this: With Server Side ad insertion this event will not fire.

For client side ads this should work with mobile and web. If we do this it will need to go into 1.1.
