After Restart - Flag reset

Describe the bug

When i merge a Plot and on one of this Plots is the Flag "Redstone" active.. and on the other not and you merge this Plots together then is the Flag enabled.

After Restarting the Server, the Flag will disabled.

To Reproduce

1. Enable Redstone on one Plot.
2. Claim another Plot
3. Merge this Plots thogether
4. Check if Redstone Flag is enabled.
5. Restart the Server.
6. Check if Redstone Flag is enabled.

Expected behaviour

i think the cache is not updated. Please check them.
