As far as I know, multiple owners was never an official feature. But I think it was never fixed because 1. multi-owners only arise in the case of a plot-merge and 2. there is no selection yet to select the remaining owner.

However, you can prevent users from merging their plot with other people's plots by removing the plots.merge.other permission, as described here.
