Re-implement `/plot setup augmented` -> ORE

Currently using the option ore does nothing but creating a simple flat plot world without any terrain at all. Edit: Turned into a feature suggestion since plot world generation with "ORE" hasn't been used at all over many years up for debate whether and how it's worth to implement.
