`//flora` enhancements

Is your feature request related to a problem? Please describe. I always find it difficult to populate lakes and rivers with plants

Describe the solution you'd like I propose that the //flora command also creates underwater plants such as kelp, seagrass, and seapickle

I started work on it late January and again in Mid-February. I just haven't continued work on it because I need to sit down and spend the time testing the code I already have. Some of the blocks underwater are more than 1 high and I want to make sure that this command can generate those features.

That may be extended to a flora overhaul utilizing more components such as mushrooms or the new nether plants

Is this issue still open? Because I see a similar issue is closed in august 2022. I may want to try it for a class project.
