Rotating the clipboard on multiple axises is breaking the stairs/slabs on clipboard.

I'm able to reproduce the unexpected behavior with mentioned methods

I could reproduce that as well on 1.19.4 Paper and Fawe-401 but rotating stairs with for example //rotate 90 works, //rotating with 0 90 does not rotate it - I guess no one thought about that case with stairs on different axis yet. This is more a missing feature than a bug.
