Remove @optional protocol methods for breaking-changes release

Reminder issue to clean up all @optional introduced between 3.0 and 4.0 once 4.0 hits.

Removing from the 4.0.0 milestone after some internal discussion. This would be a welcome change to ensure that we can make improvements in the future without silently breaking a bunch of implementations, but given that nobody else has seemed to ask for this since the issue was introduced in 2017, we feel comfortable pushing it to a later release.
