Windows for ARM support

Description

Currently there are no ITK builds for Windows for ARM. For out software that uses ITK, we would like to support Windows for ARM.

Actual behavior

Now, if we try to build for Windows ARM, there are compile errors generated because of our dependence on ITK.

Additional Information

We'd like to also support Windows for ARM64.

What are the errors? Ideally, set up a nightly build using your machine so we are aware of possible build errors and warnings.
