32 ETH is a lot of money, but it was an amount chosen with good reason. It is high enough to keep network participants honest due to the risk of lost ETH if they behave dishonestly

This sounds wrong. Security depends on the total amount of staked ETH, the granularity doesn't matter. To my understanding, it's a tradeoff between decentralization and performance: The lower the minimum staking amount, the more people are able to stake, but the less efficient the chain would be.
