Error with csv file encoding

Hi all,

As I mentioned before, when a csv file is not encoded with UTF-8 encoding, the data explorer can not view it.

To reproduce the error, Just open the file s3://pengfei/diffusion/data_format/crime.csv. You can download it and view it with pandas or spark without problems.
