Formula field of the filter spec should be a VTL editor

🇬🇧 Currently, it's a basic field (with the historical variable completion). We should have instead a VTL editor when VTL is the questionnaire language

🇫🇷 Actuellement, c'est un champ basique (avec complétion de variable). On voudrait ici avoir un éditeur VTL pour les questionnaires dont c'est le langage.

We stumbled upon a bug created by a badly written filter:

nvl($ELEC_RP$,"") = "1 and nvl($ELECGAZ_SEPAR1$,"") = "1"

(see the missing " after the first 1? 😓 )

Bringing the VTL editor to the filter spec field would help avoid this kind of bug.
