How do I do full mirror?

I have two switches for 2-way configurations, one has no load and another actually controls the light. I tried to use zwave tool, to add control from switch without load to the one with the load. The problem is that when I use primary switch it's status does not get reported back. So I added another rule to control a switch without load with a controller with the load to get a full mirror. Once I did that all behavior becomes too funky, controllers were switched back after toggling, etc. How would I solve it? I also have another place where I have two dimmers in 3-way configurator and I will have the same problem there.
