Refactor the base documentation pattern

• [ ] Review the documentation alongside a modern OSS project linter. (e.g. add DEVELOPER.md?)
• [ ] Write a review of the current implementation then solicit feedback.
• [ ] Create PRs for the refactoring tasks that result in the feedback.
