‘’ink publish‘’ doesn't work well with Windows

When I ran command ink publish in Windows, the excuted command which I had added to the config.yml didn't work.

Just did the same thing which ink build did.

Close it since it cannot be reproduced on Windows now.

Please provide your environment and config.yaml if the problem still exists.
