opt-out checkable button for metadata

As a topic author, I want to be forced into adding metadata to prevent unintentionally committing topics without metadata. As a non-topic author, I want to be able to opt out of this metadata forcing in case I'm writing something else to which the metadata template doesn't apply.

I imagine this as a checkable button. By default, the button starts checked. If I go to save the topic and the button is checked, it will first fire the metadata adding dialog before allowing me to save. I can click cancel to cancel adding metadata and still save (maybe not; maybe I click cancel to cancel the saving process and have to uncheck that button in order to save without metadata). The button could also remember what state you left it in when closing LW, so if you are someone who routinely doesn't need metadata you don't need to keep unchecking that option, and vice versa.
