CPSV: Shouldn't Agent be an abstract entity?

CPSV allows to relate a PublicService to an Agent without specifying if it is a Person/Group/Organisation or whatever. In CPSV-AP this seems to be compensated by adding a property AgentType. See also the isuue "CPSV-AP: Why limiting the possible types of an Agent?.
