CPSV-AP: Channel sometimes not specific for a service but for an organisation.

When we propose that a Channel is an attribute of a PublicService (see issue "CPSV-AP: Identifier only mandatory for independent entities.") there are situations where Channel is not specific for the service but for the PublicOrganisation (or Agent) that provides it. A Public Organisation can have several generic Channels (with different contactinfo & availability) through which several services can be used. In its current definition Channel is specific to PublicService as it has some properties which are not generic (ProcessingTime & Cost). See also "CPOV: Temporal availability can vary with channel.".
